An agnostic doesn't say "I don't know if i believe or not". He knows that he doesn't believe.
To be agnostic is NOT to believe in God's existence and not to believe in his non-existence. It's a between-and-betwixt state of non-belief. To be agnostic is not to believe, while atheism is TO BELIEVE that God doesn't exist (since you don't have a scientific proof). So atheism and religion are both beliefs, while agnosticism is the honest recognition that "I don't know".
While atheism is the negation of God, Agnosticism is the negation of knowledge and belief, all sorts of beliefs related to "God", including atheism.

I think that atheists are all agnostics without knowing it. If you don't know if God exists or not, you're an agnostic. I think that all human beings do not know if God exists or not, so all human beings are agnostics, however only those who call themselves "agnostic" are honest enough to admit that truth. If you're not 100% sure that God doesn't exist, then you're agnostic. Dawkins himself says that he's not 100% sure that there is no such thing that can be called God. I tell you that Dawkins himself is an agnostic and not an atheist. To be an agnostic is to admit that knowledge about the existence of a God is not available yet. That's a FACT that neither atheists nor religious people admit. If you admit it, then you're an agnostic because both theism and atheism fear to admit it, They both fear to recognize the possibility of the other.

In addition to that, Atheism is built on the negation of theism. In other words, without theism you don't have atheism. Atheism is an antithesis to theism, it's the total rejection of theism, and of course, vice versa, while agnosticism is neither the confirmation nor the negation of any of them.

Does an atheist admit that there might be a God? Does a religious man admit that God might be an illusion? I don't think so. Both behave in a stubborn way as if they had scientific proof.

Every human being has doubts, yet, theism and atheism try to kill that doubt, they try to deny it. Theists try to HIDE their doubt that god may not exist and atheists try to HIDE their doubt that there may be something that could be called God. Therefore, both beliefs do not bring peace to the heart of the human being since he's always repressing a certain doubt in him. Agnosticism recognizes the doubt and doesn't take anything as ultimate.
An agnostic doesn't have to repress any doubt. I think that's the path to honesty and peace with one's self.
